HOUSE
—Passed a resolution mourning the death of Habitat for Humanity founder Millard Fuller, an Alabama native.
—Held a moment of silence to mourn the death of Thomas Corts, former Samford University president.
SENATE
—Elected Rodger Smitherman to be president pro tem, replacing Hinton Mitchem.
—Changed two committee chairmen. Smitherman stepped down as chairman of the Judiciary Committee and was replaced by Myron Penn. Penn resigned as chairman of the Confirmations Committee and was replaced by Mitchem.
COMMITTEES
—House Public Safety Committee approved a bill to prohibit text messaging while driving. Goes to House.
—House Public Safety Committee killed a bill to prohibit the use of hand-held cell phones while driving.
—House Public Safety Committee approved a bill to require repeat drunken driving offenders to install devices on their cars to test their alcohol levels before their cars will start. Goes to House.
—House Education Appropriations Committee approved a bill to remove the 4 percent state sales tax on groceries. Goes to House.
—House Education Appropriations Committee approved proposed legislation to provide exemptions on sales, use and lodging taxes for companies that make movies and other productions in Alabama. Goes to House.
—House Government Operations Committee approved a bill to establish a commission to manage the Alabama Department of Transportation. Goes to House.
—House Judiciary Committee approved a bill to make it a crime to elude a law enforcement officer. Goes to House.
—House Judiciary Committee approved proposed legislation to require judges in Alabama to have experience as an attorney. Goes to House.
—Senate Governmental Affairs Committee approved a bill to regulate commercial tax preparers. Goes to Senate.
—Senate Finance and Taxation-General Fund Committee approved a bill to allow state employees to get paid for unused annual leave in excess of 60 days rather than losing it. Goes to Senate.
