However, that man is still on the loose. Police are seeking Frank “Happy” Carter, 47, of Tyler in connection with the kidnapping and assault of this woman.

Police are asking for the public’s help in locating Carter, who could be dangerous.

Now is the time to speak up.

These are small communities. Someone knows Carter, and knows where Carter is.

“If anyone knows his whereabouts they are asked to contact police,” said Det. Tory Neely of the Selma Police Department. “He has a violent background and is known to be in possession of a weapon.”

Carter is 5-foot-8 inches tall and approximately 180 pounds. He has brown eyes and black hair.

If you know Carter’s whereabouts, do the right thing. Call the police department at 874-6611.
